Usually the military exercises jurisdiction because the punishments tend to be more severe and convictions easier to obtain. Plus there's the pride aspect associated with shooting your own dog. In this case the crimes were committed within the boundaries of the Fort Bragg Military Reservation. Pvt. Ronald Gray had already made a plea agreement with civil authorities for crimes committed off-base.
