Hmm, maybe I need the patch, but this isn't working for me. I can't max my taxes, there is a cap on them. I bought the shirts and converted a pop unit to soldiers but it didn't increase my manpower. You have to pick the right population unit (the largest one). And sorry about the tax raising, Texas does cap your taxes. I forgot about that.

It will raise your manpower up from 0 to about 8 or so under full military sliders and max units. You need to max out both of those sliders, push the three tax sliders as far as they can go, and cut all your education funding.

Oh, and each of those steps are sequential. If they aren't done in the right order you are screwed. Took ma a long time to figure out.
