Yes, Catholic marriage includes consummation. If there is a pre-existing medical condition, it's a requirement that the other party be informed of the condition, and that it will not be an impediment to the marriage.
AFAIK
they would have to get a dispensation from their bishop first before they could have a church wedding, but with a well documented disability and the wife being aware of the medical condition, I don't see why the priest wouldn't abide by the dispensation.
