IMHO the city should be demolished and rebuilt. Providing dilapidated, flood damaged housing won't help anyone in the long run. Yeah, I caught the mentioning of blacks who in this instance voted with the others on this decision. Maybe those black voters were blinded to any possibility that this decision may have disproportionate and negative impact on black residents compared to white residents?
