I don't know about California, but in Texas an i.d. is required, either a driver's license or other. What you're not understanding is everyone uses fake documents now days and the employers know the documents are fake but the police have to prove it which is almost impossible since there is no independent way of verifying that documents are real. The new data base would have made it the employers responsibility to check documents against the data base so if an illegal was found working for them they couldn't claim they didn't know. That's now out the window.
