The article is exaggerating, but there are some very valid points there. It's not just the old who feel threatened, Chav culture is quite frightening even in areas that aren't the largest hotspots for it.
Personally, I find it annoying rather than frightening.

Standing at a bus stop and some scrawny runt in trackies and baseball cap decides to punch you and runs back to his friends laughing and boasting. What do you do? You could go over to the group and kick the **** out of him, but other than giving you a moments satisfaction it isn't a good idea.

I see it mostly as a phase too. Once these kids from a fairly decent background grow-up and start life in the real world (jobs, living in their own place etc) they tend to normalise towards 'respectable' behaviour. I can't talk for those from poorer backgrounds....
