What I'm saying is that with any experience at all strength is going to play a large part in determining who gets the upper hand in a grappling match.

When I wrestled in high school the coach would put me up against the biggest new recruit during the first practice. In grade 10 I was in the 136 lb category ( ) and easily thrashed the 220 lb dude I was up against. A couple of months later I didn't have a chance against the same guy. He had the instinct to sprawl quickly, knew not to give up an arm or his head, etc. I was still a better wrestler than him, but he could simply overpower me from then on.

Skill can still play a big part when two people are closely matched in strength, but if I was up against somebody who was 6'6 and 250 lbs of muscle and a basic combat sense then I'd be done. It wouldn't even be close.
