Three known nuclear threats to India are :
1) In 1971 was where US had given an implicit threat with sending USS Enterprise to Bay of Bengal.
2) In 1987 Pakistani President and Dictator General Muhammad Zia-ul-Haq had expressed a threat during Operation Brasstacks. Rajiv Gandhi went to US and then made an unscheduled trip to USSR.
3) On Jan 21, 1990, Pakistan PM Benazir Bhutto sent Lt Gen Sahabzada Yaqub Kahn to India for pressure on Kashmir. it is supposed to be third threat.
However, When Shiv Shankar Menon says that "nuclear threat by powers," he may not mean Pakistan, because in Kargil war happened after 1998 Shakti Nuclear threat and Pakistani president General Musharraf had threatened use of nuclear weapons in 1999.
India does not consider Pakistan as a 'Power.' So, atleast 1 nuclear threat might be Chinese.
