Sounds like some amateur home tattoo's, just doing there own tattoo at home, with know tattooing skills. They possibly do this because of depression and boredom, like in the case of self mutilation, they need to mark there body to show anger towards them selves.

Well I got a couple now, but I tend to get them when bored and hungover and a way to get out of the heat for a couple of hours, I want another one on my arm and then a bamboo one, thankfully I haven't got 3 dots between my fingers though
