Yes we have seen how much work needs to done.
We are also writing our script for this.
Under normal circumstances most things can be covered in the Terms of Service aggreement.
We have already worked out how we can delete Thai ISP's.

You are actually have two different issues to deal with.
FIRST: You will need to look into the US Federal, state & local laws. I seriously doubt that you will be able to set up a lottery server anywhere within the United States (All of the lotteries here are also government run)
SECOND: Whether a country will allow their citizens to participate. (This will be up to the respective governments to enforce.)

The question is, is your server inside Thailand or abroad?

In theory you are OK unless it spoils your plans if the Thai government block access to your web site for people living inside Thailand.

Depends on where the server is based and whether you are looking for Thai "customers" or not. Basically it is illegal. At the very least, if you use a server abroad and are targeting Thai people then the Thai government will block access to your web site.

I fully understand that if we target Thai nationals then ofcourse it would be illigal.
But if we auto delated all Thai ISP's then would this then be legal to opperate from Thailand?

Can anybody help me on the following question.
We all know that the Thai Lottery is run by the Thai Government which in my mind is correct and legal.
However I am thinking of setting up and International Lottery only for the internet. Because I am based in Thailand and I would be opperating this lottery from Thialand can anybody tell me if this is legal or not.

Yes OK I can see what you mean.
Either we must place a Thai restiction on the website or manually delete them from the database. With this we will also have to place in a noticable area that all members who reside in Thailand are withheld from playing or taking part. This would also have to be written in Thai.
I think if we can cover all these points it should be OK.
