in the Philippines girls sometimes wear shorts and shirts in the water at beaches, but at waterparks and resorts everyone wears swimsuits.

Last year when me and my family was visiting our thai relatives we would often rent a big car (16 persons) or 3 regular (thai) cars.
And we went to cha-am, all the guys had shorts and the girls 2 except they had shirts to, so I guess its pretty comon.

Modesty is usually considered good trait among most people.

Why would it be shocking that a woman prefers to keep her body covered somewhat?

I have never seen playful swimming in pants, but shorts and shirts are common even in the USA. I would hate for my daughters to grow up wherever it is you men are if their modesty is considered some how a negative thing.

My daughter, Thai, living in Thailand, gets very annoyed if I show too much flesh, but then what I show is pretty horrible. I do not think modesty has too much to do with it in my case!

thai people are shy but now you can see more on the beach with swimsuit both one and two-piece, depends what beach you are on.
if you are on the beach in a small town, swimsuit are rare
i don't know but i always wear swimsuit on my beach holiday ^_^

even in Canada a woman swimming topless would be shocking, but if a woman swims with long pants and a shirt she would also get plenty of attention.

I have received several photos of Thai women in the water, and its either with shorts/shirt or pants and a shirt.

No, Thai people are very modest and don't like to show a lot of skin. That is why they find Western women so shocking when they go topless swimming.

In Canada if a girl swims with shorts its a spontaneous thing, and I would think that would be so in the states also.
But I just wanted to know if there are beaches in Thailand where women wear swimsuits. I have nothing against modesty, but there are plenty of modest swimsuits, and much lighter weight than cutoffs. swimming with jeans could even be dangerous.
