It is not directed to the average North Korean.
"U.S. officials argue that this will help to erode support among the elite for North Korean leader Kim Jong-il, who enjoys the finer things in life and uses such gifts to curry favor with the military while most North Koreans live a subsistence life."

Actually, this is far more clever than putting restrictions on rice, etc...this way, it will actually affect the people who are in power, although these sanctions are more symbolic in nature.

Why would you want to punish an authoritarian regime by imposing sanctions on average non government people? They're being sanctioned enough by their government.

Would this not anger North Korea and urge them to continue their nuclear testing just to show that we can't control them by not exporting luxury goods?

Even worse - maybe it'll get those North Koreans so riled up that they take up Kendo - then there will only ever be bronze to fight for at the Worlds....

Still life without US imports - no Mickey Dees, no Starbucks, no big gay motorcycles... perhaps more of us should appoint loonie cineaste authoritarian dictators
