There was a dialogue some time before - can't find the line now - about changes to motors during the period, and some one was determined that number changes might be made due to the motor freeze. Not the case based on Jack Eeckelaert of Honda: It's more complicated than previously to create a motor development with a little more revs. But in these times, with freezing engine specification, there's still some engine improvement work going on within the screen that's permitted. http://www.autosport.com/news/report.php/id/61896
