Hey all! I found it! These bugs are what Dominicans call Mayes (pronounced ma-zh-ees). The scientific name is Ceratopogonidae (Ceratopogonidae - Wikipedia, the free encyclopedia). Do a Google image search for "Ceratopogonidae bites" to confirm if this is what's plaguing you. It will be fairly obvious.
