Default 9/11 Live: The NORAD Tapes
How did the U.S. Air Force respond on 9/11? Could it have shot down United 93, as conspiracy theorists claim? Obtaining 30 hours of never-before-released tapes from the control room of NORAD's Northeast headquarters, the author reconstructs the chaotic military history of that day—and the Pentagon's apparent attempt to cover it up. 9/11 Live: The NORAD Tapes

That what it sounds like to me, also. Hopefully some good will/has come out of it: fix weak communication links between FAA & Norad, replace all obsolete equipment with state-of-the-art, have more armed F-16's ready to deploy on the eastern seaboard, hardwire transponders into commercial aircraft electrical circuits that can't be turned off, insist all commercial airlines immediately release any information about planes they've lost off their tracking systems, etc.

When to fire, how to fire and whom to fire upon. I would have hated to be the one in charge.

Did I understand that the fighter planes that went out did not have any fire power?

Did you hear the girl that said, "cool" when she found out that was not a test?

A few were armed but the rest weren't.
