when we had house on community we had a few non payers.

basically the community got tough & if they were more than 2 months late they would incure a 20% levy on any debit.

if they did not pay for 6 month they would be taken to court.

the amount of non payers dropped very very quickly !

you need to get your administrators to act, if necessary arrange for an emergency meeting to draw up actions against those that dont pay.

We have friends in Torrevieja who had a similar problem. Once the money had been recovered by the involvement of solicitors they introduced a new system. They now employ a lifeguard at the pool, which is not open all year, and people using the pool have to show a pass which is only handed over at the start of the season to residents who have paid their charges.Several years in, this system works well. Its amazing how many people will pay up when it becomes clear that they cannot get something for nothing.

Whether it is true or not, but I did hear that the Administators have the right to take this to court and can have the property boarded up until the payments owing have been settled ............ That would make the tight gits pay up as well !!!
