There are 2 ways to learn a language:

1: either to move to that country or 2: private tutoring or just buying a course, I guess that makes it 3...

Anyway, I tried tutoring it ran me pretty high very quickly, so next thing I did was to grab a course, after 3 months I was pretty confident in my conversations in Japanese... There are several courses out there, I tried 2 - jp101 and japanesecourses.com, the second one seemed better in my opinion.

Good Luck.

How long depends on your focus, how much you use it, easy-to-learn-ability etc..

Anyway, a good way to learn a language is to simply move to the place you want it to learn so you can both hear it and speak it. I have no idea how hard Japanese is, it's sound pretty tough but maybe after two, three years with enough focus you should be able to speak fluently. Finding a local class or take an internet class could always help as well.

I've been in Japan / studying Japanese for just over 2 years and my language is fairly poor.
I can read and write hiragana and katakana but I don't know any more than ~150 Kanji.
I can do general conversation and get by quite well but I can't express myself the way I'd like to fully.

Then again a friend of mine has been here a year longer than me and he has a very high level of Japanese. It all depends how good you are at learning languages and how much effort you put into it.

The best way to learn would be to come here. And then the only job you can really do is to teach English.
Being in the country that speaks the language you want to learn is the fastest and cheapest way to learn.
Cheap as in - everyone here is willing to teach Japanese. I go to class once / twice a week and a 2 hour lesson costs 250yen (~£2) compared to in the UK I was playing £15 (~2000yen) for a 1 hour private lesson.
