There seems to be a radical split in opinion over Mad Men. My wife agrees with you, and even called it a soap opera independently. Personally, I think that the characters are detailed, human and realistic. The plot arcs change how the characters behave as time goes on. Yes, the focus is on relationships between people instead of a struggle between people and an external force (say, criminals as in a police show), but in my opinion this type of storytelling is done well, and does not lead down to navel-gazing masturbatoriness as in soaps.

Yes, even those shows with a unifying focus as I characterized them earlier should be attempting to tell a story about character and relationships. The difficulty is that without the external focal point you often sink into navel-gazing vacuousness. However, with MM:

1) Vacuousness is a major theme of the show, esp. as regards Betty Draper. See, for example, her recent dabble into local politics which SHOULD provide external structure but which instead serves solely as a means to satisfy her own attention-whoredness. Or Don's self-aware pursuit of pleasure while constantly feeling the disapproval of his past self, friends and family

2) Again, when plot developments have lasting consequences on the characters, there is a buffer against meaningless twists etc.
