That was a major problem because the two parties conspired to make ultra safe districts, so safe in fact that only 1 incumbent has not been reelected (if they ran) in the last five elections. Most districts are currently split something like 80-20 so only extremists ever get elected and the primaries are just a battle to see who can be the most extremist.

Prop 11 should ungerrymander districts and make candidates rush back to the center or get knocked out of office.
