My interpretation is the IMF is stipulating that hoarding and related speculation practices cease with its "transparency" pronouncement. I think the "efficiency" concept pertains to government involvement where such involvement does not add value to the overall process - e.g. bureaucracy-based fees and transaction delays.

The DR1 news summary today reports that the IMF is insisting on "'efficiency and transparency' in the currency exchange sector."

What does this mean? What are the implications?
