To the constitution, if I am not mistaken, allows for only one reelection, just like the United States. In other words, If Fernandez becomes president in 2004(He is the odds on favorite) he will never again be able to run again for president.
If Hipolito loses, which is almost a certainty unless massive fraud is committed, he would be able to return in 2008 and run again. If he wins, it will be his last reelection, unless of course, he decides to appoint himself Generalissimo, something he would love to do. He even has a five star cap he wears at many events. In general this is better than allowing a president just one term: it allows for more continuity and even in the DR I would argue that it is the best system. It means that your political appointees in public institutions change over every eight years instead of every four. If this had been in place before the 2000 election we would almost certainly still have Leonel Fernandez as President here.

Hello Everyone!! I was just curious as to what the DR constitution says about how many consecutive terms someone can hold as president. Now, I am aware of the recent changes made but what I'm wondering about is whether there is a limit. For example, if Fernandez was to win in '04 could he run again and again until he is voted out? What does the constitution say about how many terms you can serve? Thanks in advance.

Might be best to post this question in the legal forum, to hear what Fabio Guzman has to say. But as I recall, under the new amendment it's just two consecutive terms. So if Leonel was elected in 2004, he could stand again in 2008 but would have to wait out 2012 before trying again in 2016....
