Corrine Brown could not normally get voted into Congress. Her district was created as the result of a court case, in which a judge decided that since Florida was 12% black, that it was unfair that there were no black congresspeople from Florida. So a new Congressional district was created out of the black areas of several cities - Jacksonville, Lake City, Ocala, Gainesville, Orlando. A district made of little strips of land, sometimes only a few blocks wide, it's sole purpose to ensure that Corrine Brown will always get re-elected.
