In the UK you have to pay extra per month to tether with an iPhone before you can use the personal hotspots. That's what I was getting at.
I pay $10/month extra for Tethering. Why? I need it for work. Have to be 24/7/365 acessable anywhere. Which means the ability to remote into work from anywhere. There litterally have been times I've stopped the car on the side of the highway, turned tethering on and used the iPad to remote into work and fix something.

As you mention you will have to pay a tethering fee with your phone and while it will be cheaper, it is significantly more convenient to use the 3G radio on the iPad and I have noticed minimal impact on the battery life leaving the radio on all the time.

Aren't you going Android eventually? If so, get the Wifi one. I'll be using the 3G hotspot on my Nexus S/Blade to connect with my Xoom when I get it.
