Isn't this just an old fake video? http://tbekmambetov.livejournal.com/7022.html
I was also thinking it may have been fake - non of the 'monitors' seemed to be plugged - or even have cables for that matter.

If it was real, about the only reason to not stop him was the fire-axe - those can be nasty and kudos to the guy who grabbed it.

while there may be no duty to rescue (yeah i aint jumping into a flodded river to save you), i do believe there are failure to render aid laws...at least where i live.

i.e. can't watch someone wreck their car into a pole out in the middle of nowhere and just drive off an leave them.

It used to be like what FAKE is saying here in the states...save someone from choking and break a rib in doing so, they could sue. Glad they fixed this one.
I think only in Quebec up here are you obliged to provide aid. Everywhere else, you don't have too. We also have the good Samaritan law, but it only protects you if you help according to your training and if you have consent (unconsciousness is automatic consent.). If you have Heimlich manoeuvre training, you can give it, but that doesn't mean you can attempt a tracheotomy on someone!

Oh my, lol. This is quite an eye opener. Kinda strange the monitors don't have cables plugged into them or dangling.
