I think it needs to be a bit cleverer than listing a place 400 miles from home that you have never visited in your life if it's going to be funny.

Hmm, it appears I have a speeding offense in Cambridge, a mere 5,400 miles from my house. To think they have my American registration on file, too! [surrender]

Depends if your reg has been cloned, regardless of the distance of the offence the registered keeper would still get the penalty in question. (UK of course)

Tried a random number for fun, and it had something for 4mph over the limit. That's strict.

There's no point having a limit unless it's enforced. If the limit's, say, 30 and you only prosecute people who do over 35 you might as well make the limit 35 in the first place.
