I think it needs to be a bit cleverer than listing a place 400 miles from home that you have never visited in your life if it's going to be funny.

Depends if your reg has been cloned, regardless of the distance of the offence the registered keeper would still get the penalty in question. (UK of course)

There's no point having a limit unless it's enforced. If the limit's, say, 30 and you only prosecute people who do over 35 you might as well make the limit 35 in the first place.
