As for 4mph being strict, that just depends on the fine attached to it. I know that in the Netherlands, urban limit is 50km/h (~30mph), but you can go 53 without being fined. They keep a margin of error.

If they'd say the limit is 53, they'd have to enforce a different margin of error, making the "real" limit higher again. So it's perfectly reasonable to say the limit is 50, and then not fine at 51/52/53.

they have to make allowances for inacurracy in speed0's and the detection equipment. plus being done for doing 32 is a bit harsh.

That is certainly a factor not to mention even if the equipment were to be 100% accurate it would be a huge waste of police resources. (Not to mention saturating traffic courts more than they are already.) The entire speed limit system is designed to promote safety, they are trying to catch the most egregious offenders and make examples of them. The 5mph buffer is more of a rule of thumb than an actual law. It is still very much possible to receive a ticket for breaking the speed limit doing 31mph in a 30mph zone.

Even with all that said, there are many factors that can affect the drivers speed when operating the car. I know for me I will occasionally glance down at the speedometer, listen to the revs of my car, and have a general feel for the speed I am going. If I see/feel I am nearing the threshold of that "buffer zone" I will slow down to avoid speeding but I sure won't roll onto a street and immediately enable cruise control or allow myself to become distracted by trying to stick to the exact speed limit and sacrificing awareness.

There is margin of error as not all speedometers in cars are exactly dead on. Low tire pressure is enough to cause your speedo to become ~1mph off at around 55-65mph. Law enforcement must consider this when issuing speeding tickets.

I know for a fact the manufacturer of my car did not properly match the tires to the ratio's they used for the speedometer. According to the manufacturer, the tires needed on my car to replace the OEM tires on 17" rims is 215/40R17. But in order for my speedometer to be close to what it should be, I need 215/45R17's which are slightly larger tire diameter.

I got fined for real, for doing 53 in 50 zone.

Funny thing is it was caught on one of those motorway point A to B cameras, and I always have my speed limiter on going through those at the max speed limit. Simply no exceptions.[cursing]

see in my car if i was doing 53, the speedo might read 56 or something like that. so if your driving along for a mile or whatever thinking your 6mph over the limit then its almost fair enough to get done.

however, if you set cruise control to 50, then i'd be pissed.

One way to put your speedo out is to fit bigger wheels/tires so any modders be warned [yes]

Aye I always just cruise at 45 now, Manually. I had always set my cruise limiter to 50 before and never had an issue until that day : / I drive company cars so the cars are never modded, adjusted or more than a year old.

I even got the car checked out. I mean it supposed to restrict my speed to whatever i set it.... anyway, I didn't even attempt to argue with the traffic hippies, but it royally pissed me right off.

According to that site I was caught doing 82MPH on a motorway in Cleveland Middlesbrough. I could believe it but for the fact I live about 300 miles away and have never been there in my life.

According to Humberside Police, you will not be charged within 10% over the speed limit as this is the tolerance to account for inaccurate speedometers.

They told me this on my Speed Awareness seminar (A good way of avoiding penalty points [thumbup])
