Spoiler! Considering the Rainmaker was a different breed of bad ass killer, I assume his henchman cared little for the repercussions of law in the face of what the rainmaker might do to them. The rainmaker was no kingpen, so he was in a position to not give a flying f*** if you remember. Which is more worrisome, prison, life sentences.. - or finding yourself getting slopped up into a bucket by a guy that resembles walter white because you displeased the rainmaker.
