I believe the existence of this abuse isn't evidence of the inability of the Surge. I believe the conclusion of the abuse should go quite a distance to deciding if the state has become effective or not. The stage of the Surge was to quickly control the abuse so that the state could easily get points together, breathe, and educate its employees to complete itself to the grunt work. They still need to get more time to decide if they'll achieve success or not, for me - such as this stuff would just disappear it's not.
