Iran and proxys and dealing with websites

Hello guys, My friend happens to be in Tehran and for whatever reason they've blocked websites like Myspace.com and Facebook.com, he's on Dial-up. The dial up, will there be in whatever way he is able to access these websites? Primarily myspace... and Facebook. thanks again.
