Depends on what factors he is basing "deserve" on. It could still be an insult. (For instance, if he is being nice to the weak because he doesn't feel they deserve his full effort.)

Wow. ...do you suffer from an inferiority complex to even think in such a fashion?

I see many possibilities. A positive one had been addressed, a negative one had not (and in fact had implicitly been denied it's existence) and so I brought it up so that it wouldn't feel bad about itself.
