Some brake pads will create more dust than others. My mums Honda Jazz front wheel trims are half black because (A) she doesn't wash them and (B) the brake pads dust a lot. I don't think she's a tailgater.

other reasons for black wheels is poor judgment in driving causing drivers to brake progressively harder,that would explain why Ur mums car is the way it is.
