Can a layman use Quran to prove a point on the aspects of Good and Evil
 

Can a layman use Quran to prove a point on aspects of Good and Evil with respect to their "nature" in the world.

For example, does "Allah create all evil" , in the sense all the evil we see around us, the sickness, the strife, the poverty and the disieses ?

I dont know whether i understand your question properly, but allah is the creator of everything, including the good and bad. I'm not going to go into detail though, because anything more than this would be my own opinion and lacking support from islamic knowledge.
