A question related to Dubai Awqaf.

If Awqaf is the Islamic affairs governing body in the UAE and Maliki Madhab is the official school of Islamic law in UAE then why do most of the masjids only lead 8 rakah taraweeh prayers instead of 20 (see below links) ?..
