I don't know if the Musannaf Abdur Razzaq should be read by non-scholars.

Bismillah
Before you purchase these books. Do you what are who are they for. The likes of Shaih Sitta are specialised books generally used by Muhaddith and Faqih. For average laymen, these books can be read for baraqa but not for deriving rules (as they require knowledge of hadith sciences, fiqh and other relegious sciences).
It baffals me why any layperson would think they have mastered the relegious sciences after reading these books. They havn't
It is better for laymen to read other books of hadith written for laymen like Ryadus Saleheen, Compodium of Wisdom by Ibn Rajab,
As for quraince tafseer, I think Mariful quran is the best for average reader. Once you have gone through this, go through the Tafseer- Jalalyain, Kathir.
Allahualam
MY problem is these books are availible in english and mariful quran and tafseer jalayain are not availible in english....and i dnt know urdu much

Even easier than Ma'ariful Qur'aan I find is Anwarul Bayaan. I have all of the volumes in Word file. If you wish, I will upload it It's in simple English that won't fly over heads.

Just to let you know that both Tafsir Jalalayn and Ma'ariful Qur'aan are available in English. You can obtain Tafsir Jalalayn translated by Aisha Bewley at www.kitaabun.com and you can also download the whole Ma'Ariful Qur'an in English for free. Just type it into Google and you will easily find the links. Alternatively you could buy the whole set but I am unsure which bookshops or online stores stock it.
