I think a lot of it has to do with appearance, and how much 'hype' there is about the person. If you have been told that someone is a shaykh, wali of Allah, sahib e nisbat, etc ... As soon as you recognize the person, one who has love for the deen will obviously fall in love with them. If someone is wearing white Sunnah attire, a turban, etc ... similar feelings result in the heart. I've seen several examples of where people were wow'd by a person and claimed that they were seeing noor on their face, etc, etc ... and they turned out to be wretched.

Heck, it even happened to me, lol. I had traveled to a hill station a few years ago, and stopped by someone's house for a few minutes. There was a religious TV program going on. There was a man on there talking to kids. He was of age, had an imposing figure, was dressed from top to bottom in the Sunnah attire, spoke beautifully, had a soothing voice, and from his eyes it seemed that he was deep in rememberence of Allah swt. I was really impressed by him and a subhan Allah came out naturally, hehe. My friend observed my for a few minutes, giggling ... after which he told me that this person actually had one of the darkest hearts .. he was a Qadiyaani/Ahmedi imam or something. Appearances, perceptions .. can be veerrryyy deceptive.

Another incident I was told about .... There was a booth setup by Kashmiri fundraisers at an event. They showed pictures of people displaced, and injured by the Indian army in Kashmir. One picture had a man who was bloodied and badly wounded. Everyone looked at that picture and talked about how much noor there is on the persons face. They even looked at his facial expression and commented how much sukoon there is on it, masha'Allah, subhan Allah, etc... They were given the impression that this was a picture of a mujaahid who had been tortured to by the Indian army. Later it was found out that it was actually a picture of a spy/traitor who was beat up by the mujahideen to extract information out of him. LoL .. sigh ..

I'm not denying the whole concept of people having a special spiritual light on their faces which one can actually feel or see .. I've felt this myself ... and know it exists. I'm just saying that with the exception of those who are spiritually very lofty, the most of us (including myself) *probably* end up 'seeing' this spiritual light on individuals who impress us in a way we have programmed ourselves to be impressed.

I also heard that to be able to see noor, one must have noor as well...

Commenting on the above, noor isn't a proof of salvation as it can go away for some people. Some get it due to circumstances they prosper in while they don't in others.

It's something scientific, though.

It comes from purifying the soul.

Those who said that people see nur in some people due to a psychological expectation, I think is out of context.

I've understood, since early on when I was muslim, that the nur is from faith so when I've heard great things about certain shaykhs, of course I've hoped and expected to see nur on them and when it was clear that they did not have nur, I tried to make myself think they did, lest I think the whole ummah was munafiqs, but deep down inside I knew they did not have nur, even with all their 'ilm.

I was trying to avoid having evil suspicions but I knew that nur is empiracally visible if someone has it.

Saying that you need faith to see it on someone else is not true.

If you saw it on someone who didn't have it you were delusional and if you didn't see it on someone who did, same thing, or you were merely lying to yourself (trying to see someothing that wasn't there or trying to miss something that was) due to preconcieved notions or biases.

I even saw nur on a christian once, in a homeless shelter, when he was in a particularly religious state, but it went away.

It comes from purifying the soul and is not a proof that someone is going to jannah, except, maybe on the day of judgement. Besides that it can come and go off anyone who purifies their spirit, which is what makes the spirit shine through the flesh.

I lived in Boston from Sep 2005 to Sep 2006. Maybe I saw you there somewhere? I went to RI several times, (ijtimas, etc).
Ever been to Masjid al-Islam?

God becomes an intimate Abdullah's eye with which the latter sees, his hand with which he holds and so on according to a hadith in Kitabu Riqaq of Bukhari. This is the unity of will and activity with God that is implied by the Islamic ideal of Abdullah (it is not a unity of substance Naudhu-Billah).
What is that activity? The activity of reflecting and spreading God's Light -- such activity is nothing but Noor and fills the heart, the face and the whole being of an Abdullah with Noor.
Even a Wahabi scholar like Dr Zakir Naek has observed that Noor means reflected light and that the word when used for Allah means that Allah is reflecting His own Light.
I add that the word Noor when used in the context of an Abdullah means that Abdullah is reflecting God's Light. The heart, if cleansed, can form the mirror for reflecting God's Light. This is the meaning of the hadith that God cannot be contained in the whole universe but dwells in a Momin's heart.
God's transcendence is not simple--He is totally transcendent of everything else, still more immanent in everything than anything else could ever be, as revealed in such ayahs as "Allahu Nooru samawate wal ard" and "Fa-ainama tuwalu fathama Wajh-Allah".

A Momin's face is the mirror of hearts, as the incident shows in which Hazrat Abu Bakr described Syedna's face as a moon and Abu Jahl according to his own feelings and the Prophet confirmed both as right in their own way.

This is Sibghat-Allah, which colours the whole being of a Momin, the true Abdullah, with God's Light, the Noor of Islam.

When people say that certain people have Noor on their face? What does that mean? How do you tell?

If a shaykh follows your particular subset/clique within Islam, he has noor on his face. Otherwise, he is a charlatan/fraudster.

saw this topic and reminded me of a talib at a madrassa who's very perplexed about this issue. He says whenever he recites much from the Glorious Quran or makes Dhikr or supplication, people come up to him and act very strangely towards him. They look at him with big eyes and all smiles, tell him he is a saint and ask for his nadhra, his dua. They kiss his hand and serve him and give him gifts and treat him like the greatest saint on earth as he says. They say they see noor on his face which means his heart is full of noor and so they want nadhra from him. He, on the otherhand, does not see what they see. The amazing thing is that when they look in another direction and then look back at him, they are shocked. They say that was just an illusion or a picture, and in reality they see him as a beast. Then they flee from him. Poor guy. He was so frustrated. People normally don't even pay any attention to him let alone look at him, but whenever he does a lot of dhikr, they come and make him feel so great and any feeling of brokenness he had for his Lord vanishes.. only to then turn away when they see his reality as they say. He feels so frustrated at times that he ignores them most of the time.
... but i was wondering, if those people could see noor on his face, or see his inner reality, they themselves must be Awliya in reality? So why would any time he tries to make dua or dhikr, they come to him, interrupting him and joke with him on nonsensical stuff as he says... and then when they see that his heart is actually sick, they flee from him and leave him to himself? Aren't the Awliya/people who see such stuff supposed to benefit mankind?

used to happen to me all the time. in my late teens i had really dry skin so i used loads of vaseline on my face which seemed like the only thing that helped. it also made my face shine a lot and i used to get loads of "wah wah" and "mashallah" from people who thought it was noor lol.

I have seen people who have a small amount of noor, it made me keep looking at the person.. couldnt move my eyes,but I really hope to see whats described above: noor like the moon..
What I have seen a lot is the oppsite, bad people having a really dark, unpleasant face.
Some people naturally have a dark skin, does this mean that they're bad?

Turns out he'd run out of moisturiser & resorted to using his wifes' s cream....

....a full beard does not allow the use of cream on the face, does it?.......many people have oily skin or use some cream and people think its noor,,,,the same noor the cricket ball has when you rub it against your pants to make it swing...
