Resolution No. 1
Deep Concern over Acts Paving the Way for Government to Intervene in Madrasa

The Conference of Rabat-e-Madaris Islamia, which consists of respected representatives of all states of the country, expresses its deep concern over the three Acts which the government has introduced during recent years. If these Acts come into force in full the Islamic and spiritual system of Madrasas shall fall prey to full interference of the Government.

First and foremost of all is the issue of Central Madrasa Board on which All India Conference of Islamic Madrasas held on 25 Feb 2008 had discussed in detail and rejected the proposal of Madarsa Board unanimously. This Conference repeats its stand of rejecting the Madrasa Board proposal. The government brushed this matter aside when Darul Uloom Deoband and Islamic Madrasas along with Islamic organizations had opposed it, but efforts still continue to establish the Central Madrsa Board on the approval or demand of some shortsighted elements.

Therefore, this Conference, once again, deems it necessary to draw the attention of the Govt not to overlook the view of Darul Uloom Deoband and the Madrasas approving the stand, and drop the proposal of Madrsa Board. If the government wants to give aids to Muslims, it should pay attention to the modern institutes of Muslims where majority of Muslim children are getting education. The government’s aid in those institutes will be appreciable.

The second important issue is ‘Right of Children to Free and Compulsory Education’ (R.T.E.) Act 2009 which was enacted in April 2010. As per this rule, every child from 6 to 14 (and now from 3 to 18) has the basic right to get access to free basic education in a neighboring school. In it, the governmental administration, parents of children and school administration have been asked to help children and manage the same. In fact, if this Act is introduced in its present shape, there will be no option left to teach children the Islamic curriculum of Madrasas, specially Hifz (memorization of the Quran). So, it is demanded by Islamic Madrasas and Islamic organizations from the Govt to declare the religious and Islamic institutes exempted from this law.

Thus this All India representative Conference of Rabita Madaris Islamia Arabia demands the Government of India to make amendments in the present bill with these words: “All the Islamic Madrasas and institutions shall be exempted from this act which Muslims established under the Fundamental Rights enshrined to them in the Constitution under article 30.

The third concerned issue is of ‘Direct Taxes Code’ which has been announced to come into force from 1 April 2012. This Act has been introduced in place of current Income Tax Act. If it is passed in the Parliament in the same purview then all the religious educational intuitions, places of worship and all kinds of charity institutions shall come under direct attack. According to this Act only non-profit educational institutions shall be exempted from the tax. But the definition of non-profit educational intuitions does not apply to Madrasas and Islamic seminaries. Thus all the religious institutions shall come under heavy taxation. This meeting demands the Government to review the provision of this Act, and exempt the Masjids, Madrasas, Maktabs and religious institutions from taxation in future as before.

Need to Enhance the Standard of Education and Training and to Bring Transparency in Madrasa System


The Conference of Rabat-e-Madaris Islamia vividly feels that the Islamic madrasas are passing through serious time of their history. On one hand the intrigues of the enemies of Islam who consider these centers of religion and belief a great hindrance in the path of their dirty conspiracies and on the other hand the class of Muslim which either is brought up or influenced by the western civilization and on this very ground either refuses the requirement of Islamic teachings or rejects the madrasas in their present form, and deems its duty to utilize every means to change its direction.

Under such circumstances it becomes more necessary even than earlier that the Islamic madrasas follow the method and examples settled by their elders in the light of the holy Quran and Hadith. They should pay full attention towards the education and training of the students in every aspect. They should appoint sincere, hard working and competent teachers, and improve the standard of salary of teacehrs and the food and loading facility of the students and maintain clear and transparent account. While in administrative affairs the Quranic commandments: [Whose affairs are settled with mutual consultations between them] should be their main objective and follow the modus operandi of the madrasas. In short, they should introduce such methods that may help them to bring back the atmosphere of producing good men which has been their prominence.

Need For An Organized and Combined Effort against Christianity, Qadiyanism and Deviant Sects

The Conference of Rabat-e-Madaris Islamia deems it necessary to draw the attention of madrasa authorities that they are not only responsible for teaching and educating rather it is their key duty to safeguard Muslims from false thoughts and beliefs, and to refute the false interpretations and distortions and explain Islamic Shariah based on the holy Quran and sunnah. As the duty of people of knowledge has been explained in the following hadith:

ينفون عنه تحريف الغالين وانتحال المبطلين وتاويل الجاهلين

Hence Islamic madrasas should be more active than earlier in order to save the simple and Muslims from being prey of false religion and deviant sects as in present time they have speeded up their activities.

In this connection the first and foremost duty is to refute the Qadiyanism, for it is an insurgency against Islam which can burn the Islamic faith. At present Qadiyanis are adopting every means to propagate their religion with the material and virtual support of their western masters. Also Christianity is raising its head, so it should also be checked and chased. The simple, illiterate and needy Muslims are falling prey of the Christian Missionaries. Hence there is need of an organized struggle.

Likewise the aggression of Ghair Muqallidin and their villainous campaign against the Ahnaf particularly Ulama of Deoband is continuously going on. In recent years, the activities of Shiite and Barailaviat have also speeded up. The Islamic madrasas need to pay immediate attention for the refutation of all these deviant sects.

For this very purpose it is necessary that:
  1. Ulama are trained for the refutation of these sects for which training camps should be organized in different areas. The madrasas of each area should arrange it under the supervision of Darul Uloom Deoband.
  2. All the classes of Muslims should be informed of the virus of false thoughts and for the same literature should be distributed in easy language and general meetings should be held as per the need.
  3. All the madrasas should have close watch on the activities of deviant sects and try to stop them. They should time and again get help from the department of Darul Uloom that are busy in refuting the deviant sects particularly Kul Hind Tahaffuz Khatm Nabuwat and Tahaffuz Sunnat Dept.
  4. Big madrasas should arrange muhazarah (lectures) for the student of their final year on the pattern of Darul Uloom Deoband.

Condemn Israeli Oppression And Concern Over The Bleakness Of Govt Of India

The Conference of Rabat-e-Madaris Islamia that represents Islamic community condemns severely the ongoing Israeli oppression particularly Israel's brutal bombing on Gaza Strip and its initiatives to demolish Masjid Aqsa. Israel, from the first day of its unjust establishment, has a dark record of severe tyranny and oppression against the Palestinian Muslims. The continuous support of universal colonial powers to Israel has made peace a dream in the area which is condemnable in full.

But in this connection the attitude of Indian Government is far worrying and astonishing that it did not speak even a single word against Israeli oppression. While since the independence it has been our policy to support Palestinian cause, which has played a prominent role in making Arab-Indo relationship better. But unfortunately after independence the Party which led the country and provided fair external policy has diverted from its path by expanding its relations with Israel and ignoring the Palestinian Muslims. This meeting feels that this is not in the interest of our country, hence the government should turn its external policy towards right direction as soon as possible and play its role in supporting the oppressed Palestinian people.

Need to establish Religious Makatib

The Conference of Rabat-e-Madaris Islamia draws the attention of all madrasas that religious Makatib (seminaries) play a vital role in safeguarding the religion and faith of Muslims. Villages where Makatib are established, the Muslims therein are protected to fall prey of the false powers and deviant sects. Hence all the Islamic madrasas should take this important work as their mission and spread the network of Makatib in their areas so that religious education spreads in Muslim society and they are saved from false elements.

Basically according to the compulsory education law, the curriculum is only what the government approves. And if the authorities find out that the madrasa or maktabs are not teaching the child the government curriculum, then they will jail the parents, the teachers, those in charge of the madrasas and then close down the madrasa. That's the gist of it.

They want their compulsory curriculum to put the foundation of kufr in the heart of every child right from the beginning.
