why do some British rappers come off sounding dancehall/jamaican sounding? Maybe I'm not listening to the right artists.

A large chunk of the black population in London is from Carribean or Jamaican descent. Other than that I can't speculate.

Dude, that's the roots of Ska you're hearing. The Specials, The Clash, et al, ALL incorporated it into their music back in the day.
