That's NOT the whole story.
And a Bill is being written as I type this, to be introduced at the next session of the Oregon Legislature to address the problem.
I know because I am one of the people working on the wording of the Bill.

The law is currently being MIS-interpreted. The law was designed to prohibit people from altering existing streams and creeks on their property.
The only "stream" on Harrington's property is the one CREATED when he opens the gates of the reservoirs to irrigate his land.

And I believe Gary Harrington is going to WIN one hell of a lawsuit before this is all over.
