Barking dogs could be euthanized under new ordinance.

VERY LITTLE of what I am about to say comes from the article but what I already know about the issue.
Basically in Lebanon TN city coucil is trying to pass an ordinance that will permit barking dogs to be euthanized. 'now from what I unmderstand is you have 3 chances to correct the dogs behavior and after that they will be seized and euthanized. I've not seen anything official personally but I was told that the other issue going on is chaining and the city hopes to kill 2 birds with one stone with this ordinance. They are also addressing in this dangerous dogs and roaming dogs. There are a lot of people opposed to this ordinance and even the mayor has vetoed it. But the city council can overturn that veto next week.
Overall I think its a pretty bad ordinance. The big issue seems to be chained dogs barking and so called dangerous dog breeds roaming at large. Chances are I think this will lead more toward chaining being illegal (they have problems there with people chaining their dogs and not providing them with food water or shelter and the dogs bark 24/7. But what I fear is this is going to lead to breed banning.
There is an easy fix for the dogs roaming at large, enforce the leash laws. And when AC picks the dogs up fine the owner much heavier than in the past. One of our old mayors once said to a relative of mine "Sure we have a leash law, but it doesn't matter my dog still roams like everyone elses" We have people in office that don't care and don't abide by the laws themselves and when that happens how can we expect anyone else to follow the laws. I think that is how we have ended up with so many problems. You don't need new laws if you enforce the ones you have already got. The other laws in place to protect the dog and come down on the owners aren't being enforced at all. Anyway I am not in that county or town but I do visit there every so often so it kind of surprised me to see this.
What are your thoughts on this? Can it lead to worse stuff? Can it be vetoed again if its overturned?
From what I have been told about it and read about it it seems to have a lot of holes in it and it seems to have a bunch of issues all jumbled up in it. Too many to address in one ordinance.
Sorry I put my opinions and thoughts in there too, but I'm not writing a news story.
