Default Sports Legislation that I would propose
The thread about an NFL team in Canada made me think about this.

1) Seeing as sports ownership is generally a private venture, any team (in any sport) wishing to relocate to another city/state would only be able to do so utilizing private funding, i.e. no public monies for stadiums, no tax exemptions, etc.

2) Any player arrested on any major charge (felony?) shall be immediately suspended from their team until a judge permits them leave to play (as part of a bail arrangement).

3) Olympic-level drug testing across all professional leagues. Exemptions can be made based on a league being below a certain income level (thus cannot afford testing). NCAA should also have a similar drug-testing plan.

4) When possible, if a player is facing a trial, that trial shall be placed in the offseason UNLESS the player remains suspended under (2) above or via other (team/league) rules.

I think those are some fine rules. I would emphasize that the suspension for felony arrest would apply to NCAA football as well. It would severely penalize some teams, as they would run out of players pretty quickly.

Theyd hardly be the only state with that problem. I remember one high profile midwest team about 20 years ago that had 17 players in a game that were out on bail for felony arrests.
