Keeping the conflict going may not be a bad idea. Only Coalition lives matter, and keeping the pot going may trigger useful expansion.

"Al-Qaeda is recruiting children, in particular those orphaned by the war, but many parents have also received sums of money for allowing their children to enter the groups."

Both those things are good news. The more debased the enemy becomes the better, and their young would grow up to be enemies regardless.
