A crazy man was in the streets yelling at police with a knife in his hands and they told him to put the knife down. So they can see the man was somewhat crazy so why not shoot in the leg so that he could fall and then they will arrest him and recover the knife. I may be off here because this is just hearsay, but I've been told that in some countries or areas (such as Western Europe), police are trained to disable/wound, not use center mass shots by default. May be totally wrong though...
