FTA: (Berhanu Nega) was the first elected mayor in Ethiopia's history, but the ruling party declared victory, and Nega was among 100 opposition leaders arrested and jailed. Nega was held in prison for 21 months.

I'm confused by what Somalia has to do with this?

I was listening to a story about Somalia being the number one most corrupt country (Afghanistan is number 2. The People's Republic of Philadelphastan is 14) . Other than that...no excuse.
