Cheney wasn't scheduled to be there. Bad weather forced his relocation. Yet the Taliban hit the location , a location where attacks are rare, and telephoned the BBC to tell them all about it.

Then, as the other link points out, the Ambassador was also attacked last year at a , supposedly, secret location.

So, the Taliban know the whens and the wheres of 'high profile' visitors.
