It makes me so sick to listen to Obama and liberals bash Bain Capital. Bain Capital who is a great American institution. Bain, a business, in the business of making money. Bain is not in the business of saving damn jobs. They are in the business of saving companies. Keep the incentives, just get the regulators, EPA, unions a ridiculous tax on capital gains and other anti-business ideology out of my way. Right. The incentive in any commercial endeavor is to make more money. By helping the company reach it's goals. That goes from CEO to janitor. It works, it has always worked, and it always will work.

How do you replicate that in a bureaucratic environment where there is no established goal? Where the wages are set not by merit or performance, but by legislation?

You can't. Because no one has any incentive to police their underlings, cut their budgets, etc and etc. They all have the opposite incentive. Spend every penny, so your slice of the budget grows, things like that...
