In my opinion the U.S. is not to blame for guns entering Mexico. IT IS THE FAILURE OF THE MEXICAN GOVERNMENT TO CONTROL THEIR BORDERS. Just like drugs and people entering this nation is a failure on the part of our government to control our borders. You have to black budget some of this stuff. It can't be part of the normal appropriations process.
