why they were happening,
who was being hurt by them,
AND produced logical and reasonable solutions,

the California government is just going to ignore him and any facts he may have used to state his argument.

There was a recent statistic suggesting the Mexicanos are leaving the US in hords. Cali probably has one of the largest Mexi populations in the country. While many would applaud them leaving, it is a sign that there is little expendable financial resources in the state to keep them there.
