I think what they're trying (and failing) to say, is that individualism is held more at a premium by conservatives, than by liberals. A Liberal will often be the one to champion civil rights over corporate self interest, for example, or immigration, as being illustrative of the generality. Basically, broad social themes. Whilst being no hard and fast rule, conservatives will be seen to support responsibility, irrespective of social forces.

There's overlap between the two, but it goes to a question of priority.
