They will be, but they won't have any effect here in Texas.
It sounds like they will have the exact same effect as they would have if Texas had set them up other than any changes the administration of those exchanges would make from their hypothetical counterparts. So really, you've just put some administrative privileges that affect Texas health care in the hands of the Federal government, to save a little money.
