Now, this scares the hell out of me... there is only one reason these warships are being sold to Egypt and it isn't defense. Under which presidency was the contract signed mediocrates? I presume it is Obama's; however, if I am out in left field, please tell me.

Design and RFS work was in the 1990's. Initial downselect was in 1999. Final downselect was in January 2001. Technical development was stalled through 2004. Program first phase started in Jan 2005. System design validation completed 12/2006. Phase 2 (current tranche) started September 2008. TCV is now estimated @ $1.3 billion.
